Seminar overview

This course will look at the statutory background of RIPA and the different types of surveillance available – directed surveillance, covert human intelligence sources and communications data.

Topics to be covered include:

  • the RIPA applications to be made to local authority authorising officers/designated officers and the statutory instruments 480 and 521 of 2010
  • how to make that application and how to record it
  • discuss, in practical terms, the types of local authority investigation which lend themselves to a RIPA application
  • the need for judicial approval, pursuant to the Protection of Freedoms Act 2012
  • the RIPA statutory codes of practice and the monitoring of local authority activity
  • likely changes under the Communications Data Bill and will consider the impact of the Human Rights Act on RIPA
  • it will also consider the need for, and use of RIPA authorities in litigation and disciplinary type investigations concerning local authorities

There will be a series of case studies, as well as an introductory talk on the subject

Recommended audience: those who require an initial introduction to RIPA or for those who have been doing it for some time

Speaker Profile:

John Riddell is the head of the police and local government team at Weightmans. He has advised the police and local authorities on RIPA issues and defamation issues over a number of years. He was one of only a handful of lawyers nationally to be given a star rating in Chambers Guide to the Law 2014.
