Suitable audience:



The course will assume some knowledge of public procurement. The course will be designed to provide a general update to those with some knowledge of procurement and will also look to share knowledge and experience across the workshop.

Topics to be covered include:

  • Procurement litigation update
  • Development agreements
  • What’s happened to the concessions directive
  • Cross public sector arrangements
  • New flexibilities on contract amendment
  • Utilising social criteria in procurement

The course will also include a litigation case study with interaction aimed at putting participants into a life like challenge situation.

Interactive elements 

This will be an interactive session which will require participants to make their own decisions in relation to specific scenarios.

Presenter profiles

Martin Vincent (Weightmans) and Peter Ware (Browne Jacobson) are experienced procurement practitioners. They have both worked in the public and private sector and will bring their wealth of experience to this course.

Peter Ware, Partner and Head of the Government and Infrastructure Team at Browne Jacobson takes a lead on the commercial aspects of the local authority practice specialising in complex procurement, shared services, state aid, outsourcing and public sector joint ventures. Prior to joining Browne Jacobson Peter worked as a special projects adviser for Nottinghamshire County Council. His extensive knowledge of local authority law and his time leading major projects for various clients has given him a wealth of experience in advising all types of public bodies on commercial matters, in particular their public procurement, PPP and commercial work. He is also an active member of the national executive committee of the Procurement Lawyers Association.

Martin Vincent, Partner heads Weightmans procurement team. From an engineering background originally, Martin worked as head of procurement in a public body for many years before joining private practice. He advises NHS Trusts, local authorities, universities, social housing bodies and private sector providers on the applicability of the public contract regulations 2006 / 15. A member of the procurement lawyers association; Martin edits the UK section of the Thomson Reuters International Procurement Law publication. Martin and his team rank tier 1 in the Legal 500 for this type of work and Martin acts in litigation in this field extensively.
