Course overview

An essential update for monitoring officers and senior lawyers on development over the previous year, including a broad overview of policy changes, legislation, case law (particularly challenges to financing decisions) and ethics and standards.

Presenter profiles:

Judith Barnes is a partner and governance specialist at Bevan Brittan. She advises on powers and constitutional issues; conduct and ethics; options appraisals and structuring; shared services; setting up and managing Teckal and Trading companies, LLPS, charities and social enterprises and leads on major regeneration schemes.

Judith has direct experience within local government as Borough Secretary & Solicitor and Monitoring Officer for Greenwich Council. Prior to this, Judith was Head of Legal Services for Lewisham Council.

David Kitson is a senior associate at Bevan Brittan with extensive experience of providing regulatory and governance advice, including conduct and ethical standards, vires and constitutional issues, complaints and investigation, and governance and the democratic process.

Prior to joining Bevan Brittan, David worked for a local authority for almost 13 years, with roles including Deputy Monitoring Officer and Senior Information Risk Owner.

Simon Goacher, Partner, Weightmans joined Weightmans in February 2013 to head up the Local Government team. Formerly head of legal and democratic services at Cheshire West and Cheshire Council, Simon Goacher has enjoyed a long and distinguished career in local government law spanning almost two decades.

Simon was previously Head of Legal Services and Monitoring Officer of the newly created Cheshire West and Chester Council. This involved the creation of a single authority from four councils. Simon has been a member of the projects boards for a number of major projects including the creation of Council-owned companies, as well as significant outsourcing and regeneration projects.
