Course overview

Suitable audience:

Solicitors/legal officers advising Licensing Officers and/or appearing at appeal hearings under the above legislation in the Magistrates’ court


Mock hearing (civil appeal in Magistrates’ Court) run by Barrister from Ropewalk Chambers)

Mock appeal hearing – volunteers from the candidates will be required to act the part of the applicant and any witnesses, and to sit on the ‘bench’ to make the decision. The cases of the applicant and defendant local authority will be put by pupil barristers. There will be an opportunity for discussion.

Presenter profiles:

Lisa Gilligan is a Partner at Freeths Leicester office. She has extensive licensing experience having previously worked both in private practice and for a local authority. She deals with the full range of licensing applications and hearings. She has considerable advocacy experience and also represents clients at PACE interviews dealing with a broad range of licensing and regulatory issues. Lisa is also recognised by the Chambers UK Guide as a Leader in the field of Licensing.

Francesca Whyley is the Service Manager – Legal Services at Gedling Borough Council. Francesca joined the Council in 2007 having worked in private practice as a criminal defence solicitor. She has dealt with a wide range of licensing issues including defending the Council at licensing appeal hearings and advising Members at Committee.

Mark Diggle from Ropewalk Chambers was called to the Bar in 1996. He has conducted prosecutions for local authorities in the areas of planning and benefit fraud both in the Magistrates and Crown Courts. Mark provides advice and representation in the area of licensing in particular Hackney Carriage and Private Hire vehicle licensing and liquor licensing.
