Course overview

The afternoon workshop will include a mock hearing dealing with a licensing appeal and will involve the assistance of Counsel from Kings Chambers. There will be an opportunity for delegates to play various roles in the hearing. There will also be some useful tips on how to present appeals from Counsel.

Suitable audience:

Solicitors/Legal Officers advising Licensing Officers and/or appearing at appeal hearings.

This session will involve discussion and participation from delegates. The course will also offer delegates the opportunity to complete a quiz/puzzle relevant to licensing.

Presenter profiles:

Francesca Whyley is the Service Manager for Legal Services at Gedling Borough Council. Francesca joined the Council in 2007 having worked as a criminal defence solicitor in private practice. Francesca has undertaken several taxi licensing appeals and advises the Licensing Committee and licensing officers on taxi and liquor licensing.

Laura Chaplin is a Litigation and Licensing Solicitor at Gedling Borough Council. Laura joined the Council in 2017 having worked in private practice as a criminal defence solicitor, Laura is a Higher Rights Advocate and has represented the Council in a number of taxi licensing appeal cases. Laura regularly advises Members at Licensing Committee and is the legal licensing lead at the Council.

Belinda Moore is a Partner at Weightmans. She has 25 years experience of handling public law issues and heads the local government team at Weightmans’ Leicester office. She has extensive licensing law experience and has advised many EM Lawshare members over its twelve year existence.
