Course overview

Morning

There will be an update on the latest developments in liquor licensing and taxi licensing including a discussion on the “hot topics” affecting licensing authorities.

Afternoon

The afternoon workshop will include a mock hearing dealing with a licensing appeal and will involve the assistance of Counsel from Kings Chambers. There will be an opportunity for delegates to play various roles in the hearing. There will also be some useful tips on how to present appeals from Counsel.

Suitable audience:

Solicitors/Legal Officers advising Licensing Officers and/or appearing at appeal hearings.

Presenter profiles: 

Francesca Whyley is the Service Manager for Legal Services at Gedling Borough Council. Francesca joined the Council in 2007 having worked as a criminal defence solicitor in private practice. Francesca has undertaken several taxi licensing appeals and advises the Licensing Committee and licensing officers on taxi and liquor licensing.

Laura Chaplin is a Litigation and Licensing Solicitor at Gedling Borough Council. Laura joined the Council in 2017 having worked in private practice as a criminal defence solicitor, Laura is a Higher Rights Advocate and has represented the Council in a number of taxi licensing appeal cases. Laura regularly advises Members at Licensing Committee and is the legal licensing lead at the Council.

Lisa Gilligan is a Partner at Freeths Leicester office.  She has extensive licensing experience having previous worked both in private practice and for a local authority.  She deals with the full range of licensing applications and hearings.  She has considerable advocacy experience and also represents clients at PACE interviews dealing with a broad range of licensing and regulatory issues.  Lisa is also recognised by the Chambers UK Guide as a leader in the field of Licensing.
